Jeff Schmidt
President
Jeff serves as Associate Vice President for Facilities Management at Jefferson University and Jefferson Health. In this role, he ensures safe, reliable, and efficient environments that support high-quality student learning and patient care. Over the past 15 years, Jeff has held several leadership positions across higher education and healthcare facilities management. A licensed mechanical engineer, Jeff holds a Bachelor of Science in Commerce & Engineering from Drexel University and a Master of Business Administration from Jefferson University. His combined technical and business backgrounds enable him to effectively align engineering strategy with broader organizational goals.
Christi Muller Ford
Vice President
Christi serves as Associate Director of Facilities Administration and Real Estate Services at Swarthmore College. With over 19 years of dedicated service to the Swarthmore community, she oversees building administration across the campus and manages a portfolio of more than 100 residential faculty properties. She leads a core team of staff along with a rotating group of student workers, coordinating key operations including property management, real estate transactions, inventory control, and service response. Christi holds a BS in Psychology from Saint Joseph’s University, has graduated from APPAU’s Leadership Academy, has served previously on the DVAPPA board for Technology & Communications, and on the 2024 ERAPPA Conference host committee as the Entertainment chair.
Jim Cooper
Treasurer
Jim is the Vice President of Finance and Administration at Delaware Valley University, where he oversees the institution’s financial strategy, budgeting, facilities operations, compliance, and asset management. He plays a central role in long-term financial sustainability initiatives, including cost containment, revenue diversification, and the strategic monetization of university assets. His work supports the University’s academic mission through disciplined financial stewardship and data-driven decision-making. Jim has over 38 years of higher education finance experience, with Vice Presidential roles at Virginia Wesleyan University, Cabrini University, as well as DelVal.
Taylor Van Duyn
Secretary
Taylor serves as Facilities Director for the College of Agriculture and Natural Resources at the University of Delaware. In this role, she oversees more than 70 buildings totaling over 290,000 square feet. She is particularly passionate about the pre-construction planning process and excels at identifying value engineering opportunities that preserve and support college programming. Taylor holds a degree in Construction Engineering and Management from Purdue University and brings more than 15 years of experience in project management and engineering within the construction industry. She has been an active participant in APPA since 2024. Outside of work, Taylor enjoys staying active at the gym and attending baseball games with her husband.
Patty Smith

Patty has built a distinguished career in facilities management within higher education, with a focus on maintenance, custodial services, and grounds management. She holds a Master of Business Administration from the University of West Georgia. Throughout her career, Patty has been actively involved in professional organizations, serving on local and regional boards in various committee and officer roles. She served as President of ERAPPA from 2023 to 2024 and remains a strong advocate for member engagement and community-building initiatives.
Ken Ogawa
Professional Development
Ken is the Associate Vice President for Sustainable Infrastructure at Saint Joseph’s University, where he oversees facilities operations and maintenance, real estate, and environmental, health, and radiation safety. With more than 30 years of experience managing large and complex facilities and technical organizations, Ken brings deep expertise in infrastructure and operations leadership. He has a distinguished 22-year career in the United States Navy and holds a Bachelor of Science in Mechanical Engineering from the University of California, Davis, and a Masters of Science in Mechanical Engineering from the University of Maryland. Ken is a licensed Professional Engineer in the State of Maryland, a LEED Accredited Professional, and a Certified Educational Facilities Professional.
Meaghan Finney
Business Partners
Meaghan is the Marketing Director at JacobsWyper Architects and is a longtime DVAPPA member. In addition to a previous term as DVAPPA Business Partner Liaison, she was Communications Co-Chair for the 2024 ERAPPA Regional Conference, which was hosted by DVAPPA in Valley Forge, and also served on the recent ERAPPA Strategic Planning Taskforce. Meaghan is also the current SCUP Mid-Atlantic Regional Chair and a member of the 2023–24 Emerging Leaders cohort.
Colton Turns
Technology & Communications
In his current role as Urban Park Supervisor, Colton oversees the operations at the University of Pennsylvania. He manages a wide range of responsibilities, including campus horticulture, athletic field maintenance, turf and irrigation systems, snow removal, hardscape upkeep, and waste and recycling operations. His role also provides the opportunity to collaborate with multiple departments on current initiatives as well as future campus planning and development. Colton is known for his ability to understand what motivates people, find common ground, and drive projects to completion. His strong communication skills, reliability, and positive mindset contribute to building productive relationships and consistently achieving strong results. He brings high energy and a deep passion for grounds and landscaping management within a university setting.
